The history of Vancouver City's drug harm reduction program goes back to 2003 with the first legal supervised injection site. It was a government response to address the availability of toxic drugs and the increase in rates of HIV, Hepatitis C, as well as overdose deaths. Many years have passed. We should ask the question: has the program been effective?
